List the resource kinds the caller can read (Cloud Shell)
Cloud Shell (Preview) / assistant tool layer. Returns the resource kinds of the
read-only resource layer that the CALLER can read in this scope -- a kind whose permission key
(compute / storage / network) the caller's effective role does not grant at least READ on is
absent -- with their command aliases, the columns a list shows, the extra columns a show adds,
and the console route of the resource's detail screen. Carries no tenant data.
Validation: the scope must be reachable by the caller (any role) -> 404 otherwise.
Feature flag: 404 NOT_FOUND on every assistant route while the service is disabled
(PUBLICCLOUD_ASSISTANT_ENABLED).
Async & state: Synchronous read; no state change.
Errors: 401 unauthenticated; 404 unreachable scope or disabled service; 500 on failure.
Idempotency/Concurrency: Safe; no idempotency key.
