List an instance's add-on/license attachments
Returns the add-ons and licenses (catalog) attached to an instance, each with its
chosen billing period and the unit price FROZEN at attach time. Drives the instance-detail
Extensions panel and the billing drill-down. Includes detached (post-delete) attachments so
history survives; state distinguishes active from detached.
Validation: scopeId must be accessible and instanceId must be visible to the caller.
Async & state: Synchronous read; no state change.
