Detach a network interface (NIC) from the instance
Detaches the NIC identified by portId from the running instance. Asynchronous — returns 202 with the
tracking Operation; on success the NIC is removed from the instance's networkInterfaces. Idempotent: a
port that is not attached completes as a no-op.
