Delete a notification channel
Soft-deletes the channel and removes it from every alert rule that listed it. Pending
deliveries to it are not sent. A channel managed by a budget (managedBy) is 409 --
edit the budget's alert recipient instead. RBAC: MANAGE on the observability plane.
