Resend the verification link of an email channel
Issues a fresh verification link (valid 7 days; earlier links stop working) for an email channel that is not verified yet and mails it. A verified or webhook channel is 409. At most one verification mail per channel per 60 seconds (429 RATE_LIMITED).
