List a backup plan's runs
Returns the plan's runs, newest first, each with its per-outcome counts so the run history table renders "3 of 5 succeeded" without a second call. Validation: unknown plan → 404. RBAC: any scope role may read. Errors: 401; 403; 404; 422 malformed pagination; 500. Idempotency/Concurrency: Safe.
